This just in from the Holland and Knight Newsletter:

Effective June 19, the US Coast Guard is amending its regulations to implement the vessel security officer training and certification amendments to the STCW Convention and Code. These amendments incorporate the training and qualification requirements for vessel security officers into the requirements for credentialing of US merchant mariners. These provisions will apply to all US vessels subject to the STCW Convention (for the most part, these are self-propelled vessels engaged in commercial service that operate beyond the Boundary Line). Comments on this interim rule should be submitted by July 21.
