The entries that are now proposed (required) in the Official Logbook; i.e.Officer/Seaman watch change outs, hours of service, and documentation of accidents, illness etc. are a duplication of entries that are already being entered in a ship&#039;s deck/engine logbook, STCW work hour book and accident/injury medical logbook. 
MI Notice 03-12 should be cancelled ASAP.]]></description>

IMO regulations ( such as SOLAS and ILLC) refer to the &quot;at sea &quot; condition with respect to water tight integrity and the use, design, construction of water tight doors. IACS and Flag State members approve and survey offshore construction vessels and FPSO&#039;s on behalf of Flag administrations . IMO does not propose a definition to &quot;at sea&quot; in this context. 

As such what is USCG&#039;s opinion of the definition of &quot;at sea&quot; in the context of use, design and construction of water tight doors (internal and external) for watertight integrity?

Examples in mind are;

1.  an offshore construction vessel on DP close to a fixed platform,  and
 2. an FPSO connected to a Riser/Buoy..(not underway but 100nm offshore)

are those conditions above considered &quot;at sea&quot; requiring water tight doors (internal and external) to be closed for compliance with stability/water tight integrity, noting all doors are marked &quot;to be kept closed at sea&quot;.
 
 
Could you propose what USCG believes the definition of &quot;at sea&quot; is in this context.
