The UK Maritime and Coastguard Agency (MCA) issued a Marine Information Note advising the maritime community that availability of Global Navigation Satellite Systems (GNSSs) may be adversely affected during the current increase in sunspot activity. The predicted peak in such activity is occurring now, but may last through 2015. MIN 453 (M+F) (3/31/13).

The US Coast Guard sent a letter to Representative Bennie Thompson (D-MS) in response to his concern that the public have sufficient opportunity to review and comment on the proposed Transportation Worker Identification Credential (TWIC) Reader Requirements. The letter states that the public comment period will be extended for thirty days. (5/3/13).

The US Coast Guard and the Research and Innovative Technology Administration (RITA) are analyzing the current and future user needs and requirements of the Nationwide Differential Global Positioning System (NDGPS), which broadcasts signals to improve the accuracy and integrity of the GPS derived positions for various uses. This analysis will be used to support future NDGPS investment decisions beyond fiscal year 2016. Comments on the NDGPS should be submitted by 15 July. 78 Fed. Reg. 22554 (April 16, 2013).

The US Coast Guard issued a notice stating that it has published a Navigation and Vessel Inspection Circular (NVIC) providing guidance to the marine industry and USCG personnel with guidance regarding inspection and certification of vessels under the Maritime Security Program (MSP). The guidance, NVIC 01-13, comes into effect immediately. 78 Fed. Reg. 13691 (February 28, 2013).

The US Coast Guard promulgated a final rule establishing Great Lakes Pilotage rates for 2013. The revised rates, which come into effect on 1 August 2013, provide for an average increase of 1.87% over current rates. 78 Fed. Reg. 13521 (February 28, 2013).

USCG – Great Lakes Maritime Strategy

The US Coast Guard posted the 2012 Annual Report of its Great Lakes Maritime Strategy. The report is an account of the initiatives, programmatic changes, and successes the Ninth Coast Guard District has made in advancing the strategic objectives outlined in the strategy. (2/28/13).
